The Toronto Blue Jays most pressing issue this off-season is finding solid relief pitchers for their bullpen and it looks like they have found their top 3 free agents.

The Blue Jays had the worst bullpen in the MLB last as they ranked 29th in ERA with a 4.82 ERA while also being ranked 30th in fWAR with a -2.5 which put together made them the clear winners for worst bullpen in the majors. The Blue Jays have already begun moving a ton of pitchers from their bullpen and are now looking to improve it with new signings.
Among the top off-season priorities for the Toronto Blue Jays is overhauling a reliever corps that ranked 29th in ERA (4.82) and 30th in fWAR (-2.5) last season, serving as the worst bullpen in baseball. -Hall

The Toronto Blue Jays have their eyes on 3 relief pitchers in free agency this off-season

The top option without a doubt has to be former San Diego Padres pitcher Tanner Scott who is coming off 1.75 ERA in 2024 to go along with 22 saves and a 9-6 record for the Padres.
Making a splash for one of these three high-end relievers would certainly be a step in the right direction for Toronto's bullpen rebuild. Scott, in particular, is extremely appealing as one of the sport's most dominant left-handed relief pitchers. -Hall

Another solid options would be Carlos Estevez who is coming off of a season split between the Angels and Phillies where he finished with a 2.45 ERA and 26 saves with a 4-5 record.
Finally there is Jeff Hoffman who is coming off an incredible season as well in Philadelphia with a 2.17 ERA, 10 saves and a 3-3 record during the 2024 season.
While adding anyone of these pitchers to the Blue Jays bullpen would be incredible, fans are worried that Ross Atkins might not make them a good enough offer to reel them in as the biggest contract he has offered to a relief pitcher in $16 million over 3 years which all of players will end up getting more than.
That's been a constant theme for this front office, whose largest commitment to a free-agent reliever remains Yimi Garcia's three-year, $16-million contract. -Hall
