The Blue Jays have been finalists for a number of free agents this off-season, most recent Sasaki but have failed to seal the deal which is why it seems like a longshot that they will outbid the Cubs for Estevez.
Toronto also ended up missing out on Tanner Scott who decided to sign with the Dodgers this morning which is why they have turned their focus to Estevez.

Carlos Estévez's free agent market is intensifying, following the Tanner Scott and A.J. Minter signings in recent days.
The Blue Jays and Cubs - both of whom had interest in Scott - are among several teams pursuing Estévez.

Estevez is coming off an incredible season split between the Philadelphia Phillies and Los Angeles Angels last season where he finished with a 2.45 ERA while striking out 50 batters in 50 innings pitched.
Last season, Estévez posted an earned run average of 2.45 with a FIP of 3.24 across 55 innings, striking out 50 batters. Opponents batted .191 against him and he walked hitters at a 5.7% clip to generate a WHIP of 0.91. -Dionis
Landing Estevez would be a huge for the Blue Jays bullpen but they still need a few more additions if they do end up landing him.
