The MLB has been discussing adding a bunch of new rules over the past few seasons which the pitching clock was actually implemented.

There is another rule change that the league has been thinking about that would see pitchers had to pitch for a mandatory 6 innings and could only come out before in a few occasions. Pitchers could come out of the game before then if they surpass 100 pitchers, if they give up 4 or more earned runs or if they get injured.
Sure enough, the report indicates that the exceptions to the proposed six-inning minimum could include:

Throwing 100 pitches

Giving up four or more earned runs

Getting injured (with a required injured list stint to avoid manipulation) - Snyder
While this could be an interesting rule to look at it definitely has a ton of flaws especially when thinking that a pitcher having a bad day has to give up at least 4 runs to leave the game.
