The Toronto Blue Jays have made two solid moves this off-season but have yet to announce any other big signings which is why MLB insider Ken Rosenthal called out the front office.

So far this winter, Ross Atkins has signed relief pitcher Yimi Garcia to a two year contract worth $15 million while also trading for Andres Gimenez and Nick Sandlin but has yet to do anything else apart from a couple minor league signings.

Ken Rosenthal released an article this morning breaking a lot of news regarding the Blue Jays including recent Vladimir Guerrero Jr negotiations and the fact that the team is listening to trades on shortstop Bo Bichette.
Another part that Rosenthal added is that he stated that the perception around the league is that the Blue Jays are still very desperate to make a big move this off-season as they have yet to pull off a major move.
However, according to Ken Rosenthal of The Athletic, the "perception within the industry remains that the Jays are desperate to do something big." -TSN

This comes as no surprise since multiple big names have signed this off-season such as Blake Snell, Max Fried, Juan Soto and many more but despite the Blue Jays being interested in some of these players, they have yet to sign any big name.
Whether it is signing a free agent such as Corbin Burnes or getting a contract extension done with Vladimir Guerrero Jr, the Blue Jays cannot seem to get anything going which is starting to worry the fan base.
Everyone has been preaching all off-season that the Blue Jays main priority should be locking down Guerrero to a long-term deal as that would show free agents that they are committed to winning.
Despite all of that, Atkins seems to have only gotten into making Guerrero a priority in recent weeks as even at the winter meetings he mentioned how he does not thinking have Guerrero extended would impact free agents signing in Toronto.
The proof is that the Blue Jays top free agent target Corbin Burnes has been holding out on the Blue Jays offer as he is hoping other teams raise their offer as he does not seem to believe in the Blue Jays management.
