Shapiro and Atkins need to change off-season plan this year

The Blue Jays bullpen has be atrocious this season rankings amongst one of the worst in the league.
If they truly plan on being a World Series contender next season, they will need to make a point this off-season of going after some serious relief pitchers.
In the past past, Ross Atkins and Mark Shapiro has never signed a reliever to a long term deal or for serious money, the biggest deal being an $11 million contract to Yimi Garcia for 2 years.
In nine off-seasons under Mark Shapiro & Ross Atkins, the Blue Jays haven't guaranteed more than $11 million to a free agent reliever or gone beyond two years. This off-season, they should be open to making an exception

The Blue Jays will need seriously improve their bullpen if they want to have a real chance at winning next season.
