The Blue Jays signed veteran legend Max Scherzer to a one year deal worth $15.5 million which was a great move for Toronto as they were in need of adding a consistent starting pitcher to their rotation.

The Blue Jays had a horrendous bullpen last season but have made some drastic changes to it by adding players like Nick Sandlin, Jeff Hoffman and bringing back Yimi Garcia.
With the addition on Scherzer, the Blue Jays now have their 5 starting pitchers for the beginning of the season with Alek Manoah set to also come back at the end of the year which is why Rodriguez is headed to the bullpen.
With Scherzer now in the mix and Bowden Francis finishing last season on an absolute tear, the chances of Rodriguez moving to the bullpen to start the campaign are quite high, barring an injury to one of the core rotation members or Rodriguez dominating in Spring Training with Francis struggling. -Shushkewich
MLB insider Keegan Matheson even stated that the addition of Scherzer is great for both the rotation and the bullpen since adding Rodriguez as a relief pitcher gives the Blue Jays an even stronger bullpen on top of all their other additions.

Rodriguez might still seem some time as a starter if the Blue Jays rotation deals with any injuries but it looks like their plan is to turn him into a great relief pitcher.
